Steven T. De Paul, Housing Inspector/Cost Estimator has been working for CGP&H since 2008. He is a licensed Building Inspector in New Jersey and Pennsylvania. Steve is also a registered Lead Inspector/Risk Assessor in New Jersey and Pennsylvania. For almost 15 years, Steve has worked as a registered builder in the State of New Jersey and as a plan reviewer and certified HUD 203k inspector.

Steve has over 20 years of experience in all types of construction and renovation (commercial, residential, and industrial) throughout New York, New Jersey, Pennsylvania, and Delaware. Steve is well versed in the Uniform Construction Code. An expert in construction planning, estimating, and inspecting of all phases of construction, Steve has designed and built 150 homes, and performed estimates for over 3,500 projects.

In his role as Housing Inspector and Cost Estimator, Steve is responsible for initial comprehensive site inspections for housing rehabilitation programs to determine existing interior and exterior code violations and other housing rehabilitation needs; preparation of work specifications and cost estimates, review bid opening results for award of job and, when needed, coordinate scope of work to conform to funding limits; meet with homeowner and contractor for signing of program documents, inspection of construction work and processing of contractor payments; monitoring program requirements; resolve construction conflicts. He also performs XRF lead testing, dust and soil sampling, to determine the presence of lead contamination, creates work specifications and cost estimates to address lead hazards, and completes the verification of final lead clearance.

Steve prides himself on providing support, guidance, and problem solving so that the tenants, homeowner, lenders and contractor are completely satisfied with the experience.

In his spare time, Steve enjoys traveling the country and abroad on his Harley Davidson motorcycles. Steve is a Private Pilot in General Aviation. He enjoys his menagerie of animals, including one partially blind cat and two deaf cats.
